Programs and grant funding are collaboratively developed among county office of education, pre-schools, public schools and higher education, service agencies, and community organizations to improve the health, safety, and educational success of children, youth, families, and communities.  This service provides administration and supervision of grant program personnel, relationships and resources and offers facilitation and technical assistance to schools and partners in grant program and resource development, application, and implementation.

After School and Extended Learning Programs
After School Education and Safety Programs

On-going funding provided by California Department of Education supports the success of K-9 students in extended academic improvement, educational enrichment, and recreation and health learning opportunities that take place in safe school and community environments.  Beyond school hours activities are linked to classroom learning, improving student attendance and behavior, and increasing parent and community involvement in and support of students and schools.  Programs serve K-9 students and their families in 28 schools and sites countywide.

Region 2 Learning Support Network
After School Technical Assistance and Training
In California, CDE funding provides resources to each region to be administered by local county office of education designated as Regional Leads for afterschool.  Regional Leads work to ensure that governmental, educational and community organizations are aware of the importance of and effectively support afterschool initiatives - including capacity building of funded schools to meet statutory requirements.  Region 2 serves Butte, Glenn, Lassen, Modoc, Plumas, Shasta, Siskiyou, Tehama and Trinity counties.

Child Development Programs and Services
CDPS develops, administrates, coordinates and delivers early care and education programs to  children and families, provides complementary support projects, partnerships, collaborative planning, and data collection and analysis in Butte County.

Community Development and Training
Throughout the state, contracts are developed with Districts and COEs to provide technical assistance to current and/or potential After School, and Healthy Start programs, which include support with strategic planning, organizational development, staff development training, coaching and mentoring.  Scope of services range from community engagement of school staff, students, parents, cultural groups, businesses, law enforcement, non-profit organizations, foundations and governmental partners in assessing needs and strengths of children and youth to promoting youth development principles and approaches, leadership development, maximizing resources, strengthening and sustaining pre-K-12 educational programs and services to enhance attainment of student academic, physical and emotional outcomes.

Health and Safety Programs
The Partners in Health & Safety are health educators and community organizing professionals and youth dedicated to improving the health and safety of youth, families, schools, and communities in Butte County through drug, alcohol, tobacco, and violence prevention and learning support services. Development of positive assets for youth, families, schools, and communities are essential.

Medi-Cal Administrative Activities (MAA)
Federal funding reimburses school employees for the cost of administrative activities that promote access to health care for pre-K-12 students in public schools and coordinate student health care needs with Medi-Cal service providers.  Employees of BCOE and identified districts and schools in Butte County are trained and assisted in providing and reporting MAA activities performed during the typical work day as reported in four annual week-long time surveys.  Local Education Councils (LECs) in each CCSESA region support the system of training, review and reimbursement through the California Department of Health Services (DHS) and the Centers for Medicare and Medicaid Systems (CMS).

LEA Billing Option
The Local Education Agency Medi-Cal Billing (LEA Billing) Option program offers health assessment and treatment by school health professionals for eligible children and family members.  Claims for these services are billed to Medi-Cal for individuals who receive services and are eligible for Medi-Cal support.

Mobile Dental Van
Funding from the Managed Risk Medical Insurance Board (MRMIB) for a Rural Health Demonstration Project Populations supports a mobile dental van provided by Dental Access.  The van offers visual dental screenings, sealants, fluoride treatments, and dental health education to pre-K-12 children and youth, coordinated by BCOE in forty project locations in isolated rural areas of six north state counties.  Identified locations have concentrations of migrant and/or Native American children who have limited access to dental care.
