CHAO - Community Health Alliance of Oroville

Healthy Youth + Healthy Families = Healthy Communities

CHAO (pronounced “chow”) is a 15 year old community coalition serving Oroville and the Oroville Union High School District that addresses youth development, in support of academic success and community health.  CHAO is managed by Partners In Health and Safety, Butte County Office of Education (BCOE).  BCOE is our fiscal agent and provides supervision, grant writing leadership, technical training and office space.  The coalition was established to focus on youth development through prevention programs addressing youth violence and the underage use of alcohol, tobacco, and other drugs.  It serves as the Safe and Drug Free School advisory board for Oroville Union High, Oroville City Elementary, Palermo Union and Thermalito Union School Districts.

CHAO’s Vision:  “All Oroville-area youth and families will be healthy and safe and empowered  to achieve academic success in safe, disciplined, and drug free schools and community”.

CHAO’s Goals:

Goal 1:

Reduce substance abuse among youths and adults

Goal 2:

Establish and strengthen processes for resource sharing, coordination, and collaboration

Goal 3:

Reduce violence among youth and families

Goal 4:

Provide a family resource center to effectively use new and existing resources to improve self sufficiency of youth and families’ health, and safety through effective life skills, education, nutrition, and exercise.

Goal 5:

 Advocate for affordable housing.

The Oroville Cares website is a product of a partnership of people and organizations that come together in a coalition called CHAO – the Community Health Alliance of Oroville, the Safe Schools/Health Students Initiative, and the Drug Free Communities Support Program grant.

ADVICE - Alcohol, Drugs, & Violence In Community & Education

Alcohol, Drugs, & Violence In Community & Education (ADVICE) is the CHAO advisory subcommittee and coalition that specifically addresses youth development and academic success through the prevention and reduction of underage use of alcohol, tobacco, drugs and violence in Oroville and the greater Oroville area.  ADVICE serves as the Title IV Community Advisory Board for Oroville Elementary School District, Oroville Union High School District, and Thermalito Union School District.  ADVICE practices the Principles of Effectiveness, collects and analyzes data, plans and implements ATOD and Violence Prevention, research validated programs with our partners from agencies, organizations, community and schools.

CHAO / ADVICE Outcomes

  • Students have a stronger connection to school.
  • Students are alcohol, tobacco and drug free.
  • Students feel safe and engage in positive peer relationship behavior.
  • Youth and adults will have more opportunity for involvement and participation in positive youth development activities. (Protective Factor)
