The IRC provides professional development, technical assistance,
and direct services to meet the needs of your district, school,
and students, including the LRDC (Learning Resources Display
Center) and Library Media Services.
Professional Development and Program
Improvement
Providing opportunities to enhance student learning, teacher
instruction, and school culture. Data is used to identify the
needs of the school and the level of support offered by the
Butte County Office of Education
Library Media Services
Butte County Office of Education Library Media Services is
unique among California county offices of education. It offers
an outstanding array of services and resources to support Butte
County school districts and teachers in their efforts to improve
student achievement and meet California standards for literacy
and learning. Resources include online searching and
ordering of materials, such as videocassettes, DVDs, exhibits,
models, study prints, and realia that have been evaluated and
selected by teachers. These resources are correlated with
frameworks, course of studies, and current curriculum.
Learning Resources Display Center (LRDC)
All instructional materials and resources that submitted by
publishers for adoption by the State Board of Education are
displayed at the LRDC, which is located in the Instructional
Resource Center, 5 County Center Drive in Oroville.
Instructional programs are adopted for grades K-8 in
English/language arts, history/social studies, mathematics, and
science. The LRDC serves Butte, Glenn, Lassen, Plumas,
Modoc, Tehama, Trinity, Shasta, and Siskiyou counties.
Educators and members of the public are invited to review the
materials on display. No materials may be taken from the
center.
BTSA/Credentialing
The Beginning Teacher Support and Assessment Induction
Program (BTSA) is a statewide and state-mandated research-based
program of support and skill building designed to meet the needs
of beginning educators in California through formative
assessment and individualized support based on assessment.
BTSA is the teacher credential avenue approved by the California
Commission on Teacher Credentialing (CCTC) as the Induction
Program for beginning and out-of-state educators. BTSA is
co-administered by the California Department of Education (CDE)
and the CCTC. Butte County BTSA Induction is one of 145
programs in California.
Data Collection and Analysis
Driving Achievement Through Assessment (DATA)
DATA provides the professional development and technical assistance classroom teachers, principals and curriculum coordinators need to collect, analyze, and use student performance data to improve instruction. In partnership with BCOE’s Reading and Math Instruction, BTSA,
and external professional experts, builds capacity in classroom teachers and administrators to use standards-based student performance data to target instruction to meet the specific needs of individual students and groups of students.
Designated Subjects Credentials
This program is a collaboration between the Regional Occupational Program and the Instructional Resource Center of the Butte County Office of Education
These institute sessions reflect what is known about classroom management, instruction, and assessment. Graduates of the 90-hour institute for Level I and Level II (total 180 hours) will receive certification of Level I and II requirements for the Designated Subject and
Vocational Credential. The renewal code for the five year preliminary credential states that,
"the holder must complete two years of teaching, the Level I and Level II requirements of an approved program of personalized preparation, and the health education requirement, and must receive the recommendation of a Commission approved Local Education Agency
or an employing school district."
Each summer, additional Level I and Level II institutes will be offered.

Direct Support
Butte County Office of Education provides direct assistance
to elementary and secondary schools to improve student academic
achievement. Working in collaboration with school and
district educators, BCOE contracts to provide site and district
specific services. This includes services as technical
assistance and DAIT (District Assistance and Intervention Team)
to Program Improvement Schools.
English Learners
The Instructional Resource Center offers a staff development
program in English Language Development (ELD) and Specially
Academic Instruction in English (SDAIE). The EL
Coordinator can assist with direct services and support
necessary to develop a compliant and comprehensive ELD program.
Mathematics
This program provides professional development and technical assistance educators need to analyze student performance in mathematics, and to then determine appropriate strategies for improving student performance.
The SB 472 Mathematics Professional Development Program offers
40 hours of institute training for kindergarten and grades 1-6
using state-board approved instructional materials which are
aligned with content standards and curriculum frameworks.
Reading
Reading Implementation Center (RIC)|
The Butte RIC offers a variety of Reading/Language Arts
trainings throughout the year. Offerings include SB
472-Approved Reading Institutes; SB 472 modified two or three-day trainings; and other literacy professional development
offerings.
Butte Regional Technical Assistance Center (R-TAC)
The Butte R-TAC provides technical assistance to those districts
in the 14 northern California counties that receive Reading
First funding. The technical assistance provided supports
these districts to fully implement the Reading First grants at
the identified schools. Assistance includes coaching,
consulting, data analysis, and other support mechanisms all
aimed at increasing student achievement in reading.
Reading / Language Arts Instruction
BCOE supports schools and districts by providing technical
assistance to educators to analyze student performance in
reading. Then, using that analysis, BCOE develops and
delivers a comprehensive professional development program to
implement strategies for improving student performance in
reading and the related language arts.
BCOE also coordinates workshops aimed at improving student
achievement in reading and language arts in the county and the
region.
Teaching Reading in the Content Areas/Secondary Reading
This program provides professional development aimed at secondary level educators to improve student performance in reading and writing across content areas.
