IRC provides library and audiovisual learning resources, and assists high priority schools in the county and surrounding region.
Audiovisual
Contracted service that offers on-line searching and ordering of
more than 8,500 videocassettes, DVDs, CD-ROMs, exhibits, models,
study prints, art prints, and realia that have been evaluated
and selected by teachers. All resources are correlated
with frameworks, courses of study, and current curriculum.
The variety of topics and formats and the excellent quality of
educational audiovisual resources in the IRC collection are
incomparable in Northern California.
Library
Contracted service that provides library resources to classroom
teachers and home study parents. Resources include a
45,000 volume K-8 main library collection, 27 branch library
collections, and a 1,700 volume professional library. All
BCOE library resources are searchable via an online catalog that
is enhanced with current educator selected K-12 internet sites;
California content standards alignments; and Lexile, Accelerated
Reader, and Reading Counts leveled reading systems.
Additional services include installation and support of school
libraries, training and support for school library staff,
professional library cataloging, and an Authors-in-the-Schools
program. The professional services of a credentialed
librarian are available for consultation, planning, on-site
support, and in-service training in all areas of library service
including library design and management, automation technology,

Learning Resources Display Center (LRDC)
All instructional materials and resources that submitted by
publishers for adoption by the State Board of Education are
displayed at the LRDC, which is located in the Instructional
Resource Center, 5 County Center Drive in Oroville.
Instructional programs are adopted for grades K-8 in
English/language arts, history/social studies, mathematics, and
science. The LRDC serves Butte, Glenn, Lassen, Plumas,
Modoc, Tehama, Trinity, Shasta, and Siskiyou counties.
Educators and members of the public are invited to review the
materials on display. No materials may be taken from the
center.
BTSA/Credentialing
The Beginning Teacher Support and Assessment Induction
Program (BTSA) is a statewide and state-mandated research-based
program of support and skill building designed to meet the needs
of beginning educators in California through formative
assessment and individualized support based on assessment.
BTSA is the teacher credential avenue approved by the California
Commission on Teacher Credentialing (CCTC) as the Induction
Program for beginning and out-of-state educators. BTSA is
co-administered by the California Department of Education (CDE)
and the CCTC. Butte County BTSA Induction is one of 145
programs in California.
Data Collection and Analysis
Driving Achievement Through Assessment (DATA)
DATA provides the professional development and technical assistance classroom teachers, principals and curriculum coordinators need to collect, analyze, and use student performance data to improve instruction. In partnership with BCOE’s Reading and Math Instruction, BTSA,
and external professional experts, builds capacity in classroom teachers and administrators to use standards-based student performance data to target instruction to meet the specific needs of individual students and groups of students.
Designated Subjects Credentials
This program is a collaboration between the Regional Occupational Program and the Instructional Resource Center of the Butte County Office of Education
These institute sessions reflect what is known about classroom management, instruction, and assessment. Graduates of the 90-hour institute for Level I and Level II (total 180 hours) will receive certification of Level I and II requirements for the Designated Subject and
Vocational Credential. The renewal code for the five year preliminary credential states that,
"the holder must complete two years of teaching, the Level I and Level II requirements of an approved program of personalized preparation, and the health education requirement, and must receive the recommendation of a Commission approved Local Education Agency
or an employing school district."
Each summer, additional Level I and Level II institutes will be offered.
Direct Support
Butte County Office of Education provides direct assistance
to elementary and secondary schools to improve student academic
achievement. Working in collaboration with school and
district educators, BCOE contracts to provide site and district
specific services. This includes services as a SAIT
(School Assistance and Intervention Team) provider, technical
assistance to Program Improvement Districts and Program
Improvement Schools and assistance with the High Priority
Schools Program.
English Language Learners - Project Challenge
Project Challenge is a comprehensive staff development
program in English Language Development (ELD) and Specially
Academic Instruction in English (SDAIE). Project Challenge
2007-08 will assist participants in taking the State CTEL
(California Teachers of English Learners) Certification.
Participants in this training will become familiar with the test
specifications, gain knowledge to help pass the examination, and
become informed about test requirements.
Mathematics
This program provides professional development and technical assistance educators need to analyze student performance in mathematics, and to then determine appropriate strategies for improving student performance.
Butte Regional Capacity Building Project (RCBP)
Butte County is the regional center for this statewide project.
RCBP aims to strengthen the capacity of county office and
district leadership to support high priority districts
throughout Region 2. The two-year grant will test and
refine the processes, tools, and strategies that a DAIT provider
would use with a school district to complete a comprehensive
district assessment and identify high leverage actions steps.
Participants will learn to guide organizational and
instructional improvements in order to improve student academic
achievement.
Reading
Butte Regional Technical Assistance Center (R-TAC)
The Butte R-TAC provides technical assistance to those districts
in the 14 northern California counties that receive Reading
First funding. The technical assistance provided supports
these districts to fully implement the Reading First grants at
the identified schools. Assistance includes coaching,
consulting, data analysis, and other support mechanisms all
aimed at increasing student achievement in reading.
Reading Implementation Center (RIC)|
The Butte RIC is authorized to provide SB472 Reading
Institutes for Houghton Mifflin Reading and Open Court Reading
for 14 northern California counties. This professional
development program includes 40 hours of training, typically
offered during the summer months. The Butte RIC also
coordinates efforts to provide a variety of workshops and other
opportunities to meet the 80 hours of follow-up practicum for
these programs. Additionally, the Butte RIC supports
40-hour institutes for other state-approved reading programs,
such as High Point, and supports the AB430 Principal Training
program. The training is specific to the instructional
programs adopted in reading at each participating teacher's
school. Districts may receive reimbursement from the state
to pay for the registration fees and teacher stipends.
Reading / Language Arts Instruction
BCOE supports schools and districts by providing technical
assistance to educators to analyze student performance in
reading. Then, using that analysis, BCOE develops and
delivers a comprehensive professional development program to
implement strategies for improving student performance in
reading and the related language arts.
BCOE also coordinates workshops aimed at improving student
achievement in reading and language arts in the county and the
region.
Teaching Reading in the Content Areas/Secondary Reading
This program provides professional development aimed at secondary level educators to improve student performance in reading and writing across content areas.
