Credential Services

Credential Services  are available for a wide range of needs.  Applicants beginning a career in education can find guidance and information regarding application processing. To serve in an assignment requiring a California Credential or Permit in any school district in Butte County, it is necessary to have a valid authorization on file with this office.

Renewal Procedures for a Credential or Permit

RENEW ONLINE

 -OR-

If your credential or permit is expired or expires within the next month, YOU MUST complete the renewal process through the credential office.  Please call ahead to schedule an appointment. 

  1. Bring a copy of the credential or permit to be renewed (if possible);

  2. $55.00 money order; and,

  3. Complete a credential or permit renewal application form 41-REN. 

Renewal of professional clear credentials requires completion of professional growth requirements.

Temporary County Certificates (TCC)

When renewing your credential or permit through this office you will be issued a TCC to authorize service while the renewal application is being processed by the CA. Commission on Teacher Credentialing (CCTC).  TCCs serve in lieu of the actual credential or permit authorizing the holder to perform certificated services requiring a state issued document.  

Registration of a Credential, Permit or Certificate

To register a credential, permit or certificate with this office please present an original, current and valid document.  This office will not register from a photocopied document.  

Requirements for Substituting in Butte County

Substitute teaching in Butte County requires a livescan fingerprint process (information under Fingerprinting) and a current and valid credential or permit authorization to be registered with this office, prior to beginning a substitute assignment.

The minimum substitute authorization is an Emergency 30-Day Substitute Permit.

Application for the Emergency 30-Day Substitute Permit is by appointment ONLY.

Group appointments are scheduled once a week on Wednesday, Thursday, or
Friday at 10:00 a.m. or 2:00 p.m.

Authorization forms for the fingerprint clearances MUST be obtained from this office at the time of appointment.

REQUIREMENTS FOR OBTAINING AN  
?EMERGENCY 30-DAY SUBSTITUTE TEACHING PERMIT?  
 

  1. A Baccalaureate Degree from an accredited College or University  

  2. California Basic Education Skills Test (CBEST)  

An application packet MUST include the following:

  1. Official transcripts or an original diploma to verify the  Baccalaureate Degree.

  2. Original CBEST card to verify the CBEST requirement.

  3. Application form 41-4 (Yellow) + FEE:  $55.00 money order payable to ?CA Commission on Teacher Credentialing (CCTC)"

  4. One of the options below:

    a. Current or expired credential or permit issued by CCTC; or
    b. Certificate of Clearance (COC) or verification letter from college or university verifying application for a COC; or,
    c. Application form 41-CIC (Blue) with form 41-LS (obtained from this office at time of appointment) + FEE:  $76.00 payable to "Butte Co. Sheriff's Office."

    NOTE:  Chico Unified School District, Oroville Elementary School District and Paradise Unified School District are not part of the BCOE Clearinghouse.  These school districts must be contacted individually with regard to obtaining a fingerprint clearance for them;

    AUTHORIZATION:  This permit authorizes the holder to serve as a substitute teacher for not more than thirty days for any one teacher during a school year in grades K-12, including preschool, & in classes organized primarily for adults.  The holder may serve on this permit in any county in which the document is registered provided the employing agency has a statement of need on file for the school year.

Teachers who completed a teacher preparation program in another state must obtain a California credential prior to accepting a teaching position in California.  Please contact this office for help with this process.

CBEST

CBEST is the California Basic Educational Skills Test that is required of all California teachers.

CLAD/BCLAD 

Teachers of English Language Learners (ELL) must hold an appropriate credential document authorization for English language development, specially designed academic instruction delivered in English, or content instruction delivered in the primary language.  Such classrooms may be referred to as ESL, sheltered, or bilingual.  CLAD and BCLAD Certificates authorize instruction to ELL students. 

Child Development Permits

In California, there are three state agencies and two sets of government regulations that control service in the care, development, and instruction of children in a child care and development program.  Child development programs that are not publicly funded may or may not require these permits.  However, such programs do have specific requirements of their own.  The director of the child development center can explain those requirements to you. 

Designated Subject Credentials

Designated Subjects Credentials authorize teaching or service in technical, trade, or vocational courses or in courses organized primarily for adults.  The requirements generally include experience in the subject.

The Northeastern California Regional Consortium (NCRC) is a 14 county cooperative that was approved as a Local Recommending Agency (LEA) by the Commission on Teacher Credentialing to recommend and process Designated Subjects credential applications.  There is no restriction on who may apply through the Consortium.  The Consortium is ONLY, however, approved by the Commission to recommend for the Designated Subjects/Adult, Designated Subjects/Vocational, Designated Subjects Driver Education & Training, and Designated Subjects/Limited Driver Training credentials.  For further information, contact the Credential Technician.

Fingerprinting

There are two fingerprint laws that pertain to certificated personnel. 

  • Law# 1 requires a fingerprint clearance to be on file with the CCTC.  This law is met in one of two ways:

  1. When a person enters a California credential program he/she must complete a fingerprint process.  This process results in a "Certificate of Clearance" (COC); or ,

  2. When a person makes application for his/her first credential or permit a fingerprint process must accompany the application packet to the Commission.  

Note: This law has to be met only once; it should not be repeated.  The clearance information will be on file with the Commission forever.

  • Law # 2 became effective in 1997.  The following explanation is very simplified and pertains ONLY to certificated substitute employees.  

  1. This law is an employment law stating that every employing agency must have a fingerprint clearance on file for prospective certificated substitute employees.

  2. This law is governed by other laws we refer to as privacy laws. These laws do not allow employing agencies to share fingerprint clearances with other employing agencies.

  3. This law is agency specific. Therefore, every employing agency has livescan authorization forms preprinted with their individual names and codes. These forms authorize the DOJ to forward clearance information for prospective certificated substitute employees to that particular agency.

The DOJ has authorized the County Office of Education to be a Clearinghouse for this law.  The school districts had to form an agreement to accept us as their Clearinghouse.  All school districts are part of our Clearinghouse with the exception of Chico Unified, Oroville Elementary, and Paradise Unified.

Substitute teachers for school districts that are part of the Clearinghouse must ALWAYS complete a livescan fingerprint process with this office.

  • When registering a valid credential or permit; or,

  • When obtaining a TCC without previously processing a fingerprint clearance through the Clearinghouse:  

  1. Come to the Credentials Office to obtain the livescan authorization form for the Clearinghouse.

  2. Do not pay a fee.

  • Substitute teachers ONLY working for Chico Unified, Paradise Unified or Oroville
  • Elementary School Districts must complete a livescan fingerprint process with the individual school district AND with this office.  
  • When obtaining a TCC without previously processing a fingerprint clearance through this office:  
  1. Come to the Credentials office to obtain the livescan authorization form.

  2. Pay $42.00 in the form of a money order payable to "BCOE."  

NOTE: When registering a valid credential or permit, substitute teachers working for Chico Unified, Paradise Unified or Oroville Elementary School Districts only complete a livescan fingerprint process with the individual school district.
