CARSNet is a federally-funded grant program of support and training for district and COE staff responsible for charter school authorizing.
English Language Development Title III (Region 2)
Through Butte County Office of Education, schools and districts have the unique opportunity to benefit from direct, deliberate support that is customized to individual district needs. Holly Harding, English learner (EL) Administrator for Butte County Office of Education, offers various services that aid schools and districts in meeting goals for their EL population.
Some of these services include professional learning on the ELD Standards and the ELA/ELD Framework, classroom coaching and unit creation for teachers and coaching and leadership support for administrators. Title III technical assistance includes support during plan and budget creation as well as implementation of services to support quality EL programs.
Learning Support (Region 2)
The Region 2 Lead provides technical assistance services to state and federally funded expanded learning programs. After School Education and Safety (ASES & 21st Century Community Learning Centers (21st CCLCC) throughout Region 2 (comprised of Butte, Glenn, Tehama, Shasta, Trinity, Siskiyou, Modoc, Lassen & Plumas counties). Purposeful technical assistance is driven by the need to address the academic, social, emotional, and physical needs and interests of students. In addition, the operational needs of the field is to support them in providing effective, high quality expanded learning programs (before school, after school, and summer learning programs) for elementary, middle school and high school programs. These technical assistance services are provided through a variety of strategies.
TRAINING & PROFESSIONAL LEARNING:
Intentional: Provide local and regional learning opportunities on a variety of relevant topics with a focus on areas that are considered a priority from data collected through an annual needs assessment and a focus on continuous quality improvement. Targeted audiences include grants managers, program directors, site coordinators, front line staff and K-12 stakeholders and community partners. Learning opportunities are presented using interactive activities to build skills and knowledge based on specific, well-defined learning objectives. Trainings are available via regional conferences and on-site, on-demand and customized.
Operational: Work in collaboration with an individual or small group to develop specific skills that improve work performance and program quality.
Technical Assistance (TA) Site Visits: Conduct TA site visits to increase capacity and provide customized technical assistance to programs with an end result of improved program quality, outcomes and richer learning experiences for participating students.
Purposeful: Communicate/correspond with program leadership and management via email, phone and in-person on CDE/ASD updates, organizational and programmatic practices. Trouble-shoot concerns, issues that arise in programs that may hinder quality.
Program Director Meetings:meet approximately 10 times a year with Grants Managers and/or Program Directors to update grantees on changes and information from CDE/After School Division; updates on local, state and federal issues, best practices and resource-sharing; and in-depth discussions/presentations on timely/pertinent topics.
Local Learning Communities: Facilitation of defined local learning communities that bring together expanded learning program providers from across the region, such as Healthy Behaviors PLC, STEM PLC, STAR Academy CoP, focusing on the needs of the field and specifically on site coordinators to increase individual and learning community capacities.
Strategic: Provide ongoing communication links to information on funding opportunities, research, resources, legislation, and local training opportunities to support high quality expanded learning programs.
In Collaboration with school districts, colleges, universities and community organizations, the Migrant Education Program in Region 2 provides supplemental programs to eligible migrant students 3 to 21 years of age. The program offers migrant students the opportunity to encounter academic success.
The Migrant Education Program (MEP) is authorized by Part C of Title 1 of the ESEA. The MEP provides formula grant to State educational agencies (SEAs) to establish or improve education programs for migrant children. These grants assist States in improving educational opportunities for migrant children to help them succeed in the regular school program, meet the challenging State academic content and student academic achievement standards that children are expected to meet, and graduate from high school.

The mission of the North State STEM is to be the catalyst for STEM education by coordinating quality experiential programs and fostering private and public partnerships to build college and career readiness in the 21st Century.
