Awarded by the Commission on Teacher Credentialing, the Classified Employee Grant (CEG) provides guidance and financial assistance to individuals pursuing a California teaching credential. In 2023, the CEG was awarded to the Butte County Office of Education to help address the state’s teacher shortage—particularly in STEM, special education, bilingual education, and Transitional Kindergarten.
Through the CEG, participants can receive financial support to complete their undergraduate education and/or teacher preparation program. Eligible living expenses include rent or mortgage, utilities, food, and transportation. In addition to funding, participants receive academic advising and transitional support as they progress toward becoming credentialed teachers in California.
CEG participants may access up to $3,500 per year in living stipends to help cover approved academic and living expenses.
We have structured the CEG to support all participants in passing required credential exams and assessments. To meet this goal, we have developed online courses and resources to support the passing of the California Subject Examination for Teachers (CSET), Reading Instruction Competence Assessment (RICA) and Teacher Performance Assessment (TPA). In addition, each participant will receive individual mentoring and guidance from an Educational Advisor throughout their involvement in the grant.

To qualify for the Classified Employee Grant (CEG), applicants must meet the following requirements:
Employment Requirement
- Previously held or currently hold a classified poistion within a California school district, charter school, or county office of education.
- Exception: Certificated preschool teachers who do not currently hold a preliminary or clear credential are eligibe.
Education Requirement
Undergraduate Candidates (working toward a bachelor's degree):

- Must have completed a minimum of two years of postsecondary education.
- Must be enrolled in, or planning to enroll in, a nonprofit, California-based institution.

Bachelor's Degree Holders:

- Must be enrolled in, or planning to enroll in, a nonprofit, California-based, California Commission-approved teacher preparation program.

Credential Program Candidates:

- Program must be nonprofit and California Commission-approved.

Ineligible Candidates
The following applicants do not qualify for the grant:

- Individuals who already hold a preliminary or clear teaching credential.
- Individuals pursuing:
- Career Technical Education (CTE) credential
- Pupil Personnel Services (PPS) - School Counseling credential
- Speech-Language Pathology Services (SPS) credential
- Applicants completing:
- An undergraduate degree from an out-of-state instition
- A teacher preparation program from a non-Commission-approved instittuion

Educational Advisor
Once accepted into the CEG, each participant is assigned an Educational Advisor who will mentor, guide, and support them along their unique teacher pathway. Participants meet with their advisor for three formal meetings—held online via Zoom—throughout their time in the grant.
During these meetings, the Educational Advisor works collaboratively with the participant to develop an Individualized Pathway Plan to track progress and outline next steps. Advisors also provide access to valuable information, resources, and strategies to help participants meet their educational goals.
Grant Education Courses
To help participants meet credential requirements, the grant offers targeted support through online education courses provided in partnership with Feather River College, Mendocino College, and College of the Siskiyous.
These courses are designed to complement, not replace, a participant’s current institution or future enrollment at their preferred school. They are taken in conjunction with your program of study and are intended to strengthen academic skills and knowledge relevant to the credentialing process.
Important: The Classified Employee Grant does not award bachelor’s degrees or preliminary teaching credentials.

Participants who are in good standing with the grant, enrolled in an Institution of Higher Education (IHE) or Local Education Agency (LEA), and making progress toward their bachelr's degree or teaching credential may receive a living stipend of up to $3,500.
To access grant funds, participants must submit the required paperwork. Please note, the grant provides funding for only one teaching credential.

The Classified Employee Grant is hosting informational sessions for classified staff interested in applying. During the informational sessions, we will provide you with an overview of the grant eligibility, requirements and the application process. At the end of each session, grant candidates will have the opportunity to ask questions or ask for clarification.

We are currently accepting applications for the 2025–2026 academic year.
All applicants will be notified by email regarding their application status—whether they are selected as a recipient, placed on the alternate list, or not selected at this time.
Applicants who are accepted as recipients or alternates will be required to attend or view an orientation shortly after acceptance into the program.
