What is the Expanded Learning Opportunities Program (ELO-P)?

The Expanded Learning Opportunities Program (E.L.O.P) is established beginning in fiscal year 2021-22 and provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade. Local educational agencies benefit from $1.75 billion dollars in FY21-22 with an anticipated growth to $5 billion dollars within 3-5 years.

 

The ELO Program is established by Assembly Bill (AB) 130, Chapter 44, Statutes of 2021, as amended by AB 167, Chapter 252, Statutes of 2021. Funding for the 2021–22 ELO Program is provided in Item 6100-110-0001 of the Budget Act of 2021 (Senate Bill 129, Chapter 69, Statutes of 2021), and EC Section 46120(f).

 

“Expanded learning” means before school, after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular schoolday and school year.

  • Must be used to expand learning outside regular school hours for TK-6 students. When program requirements are fulfilled for TK-6 students, middle school students may also be served. 

  • Program must be offered on every day that the school is open and, when combined with the regular day hours, must equate to a total of 9 hours per day. 

  • Must be offered for an additional 30 days of intercession during each year for a total of 9 hours per day.

Technical Assistance Services available to Local Education Agencies (L.E.A's)

As part of the System of Support for Expanded Learning (S.S.E.L), Local Education Agencies (L.E.A's) receiving Expanded Learning Opportunities Program funds are able to receive technical assistance from the S.S.E.L. Technical assistance strategies include brokering of resources, consultations, trainings, facilitation, mentoring and coaching. These strategies can look very different depending on the need(s) of each L.E.A's. Below are some examples of what could be included in technical assistance regarding E.L.O.P:

  • Orientation to the Quality Standards for Expanded Learning in California

  • Assistance with aligning Program Plan narrative to the Quality Standards

  • Assistance with sourcing professional development opportunities for E.L.O.P staff

  • Ongoing consultation calls and/or emails

  • Assistance with facilitating meetings and/or discussions with community-based organizations to "brain storm" what a collaboration could look like
